{"id":798,"date":"2025-09-29T04:43:00","date_gmt":"2025-09-28T19:43:00","guid":{"rendered":"https:\/\/rusutsu-sustainable.com\/?p=798"},"modified":"2025-09-29T04:43:00","modified_gmt":"2025-09-28T19:43:00","slug":"get-the-first-step-right","status":"publish","type":"post","link":"https:\/\/rusutsu-sustainable.com\/?p=798&lang=en","title":{"rendered":"\u201cGet the First Step Right\u201d"},"content":{"rendered":"\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>A New Framework for Sustainable, Rusutsu-Led Resort Development, in President Kamori\u2019s Words<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>What left the strongest impression at this symposium was the talk by <strong>Mr. Kamori<\/strong>, President &amp; CEO of <strong>Kamori Kanko Co., Ltd.<\/strong><br>His remarks about the future of tourism and local communities felt less like a resort operator\u2019s viewpoint and more like a set of guiding principles for the region as a whole.<\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>Tourism is \u201cthe industry most exposed to external factors\u201d<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>\u201cTourism is the industry most easily affected by politics and the economy, public-health crises, and even the seasons and the weather.\u201d<br>Mr. Kamori pointed this out and said there are limits to measures like off-season campaigns or new-market development alone.<br>The \u201chands-tied\u201d reality during COVID laid that vulnerability bare.<\/p>\n\n\n\n<p>That is precisely why, he explained, he has believed for twenty years that <em>we need reasons to visit that yield tangible benefits and are less swayed by seasons and the business cycle.<\/em><br>His answer is to evolve Rusutsu into a <strong>\u201cpurpose-accomplishment resort.\u201d<\/strong><\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>The potential of \u201cthe last large tract of land\u201d<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>Hokkaid\u014d\u2019s largest all-season resort, overwhelming pulling power, and vast land assets.<br>\u201cOne of our strengths,\u201d said Kamori, \u201cis that we can make decisions end-to-end within our own company.\u201d<br>Leveraging these assets to the fullest, a vision is now underway to transform Rusutsu into a <strong>business hub<\/strong>.<\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>\u201cRusutsu Resort Tech (RRT),\u201d an alliance orchestrator<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>At the core of this new framework is <strong>Rusutsu Resort Tech (RRT)<\/strong>.<br>RRT will comprehensively oversee everything from development management and corporate-attraction rules to licensing and ESG\/SDGs.<\/p>\n\n\n\n<p>Kamori likened the concept to a <strong>\u201ctree of life.\u201d<\/strong><br>\u201cThe trunk is Kamori Kanko\u2019s core businesses. The branches and leaves are diverse lines of business.<br>The more the branches and leaves grow, the more returns and know-how flow back into the trunk, nurturing the ecosystem we call the regional economy.\u201d<\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>Japan\u2019s ski-resort challenges to solve<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>He outlined several issues facing Japanese resorts:<\/p>\n\n\n\n<ul class=\"wp-block-list jinr-list\">\n<li>Rising land prices making it hard for residents to remain<\/li>\n\n\n\n<li>Profit outflows to external capital<\/li>\n\n\n\n<li>Disorderly development leading to deforestation and depletion of groundwater<\/li>\n<\/ul>\n\n\n\n<p>The remedies, he said, are a tourism model that <strong>returns profit to the region<\/strong>, <strong>local rules and certification systems<\/strong>, and mechanisms that <strong>safeguard land values and water resources<\/strong>.<\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>To protect groundwater: \u201cstore snow\u201d<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>\u201cGroundwater is replenished over decades to centuries. If usage exceeds recharge, depletion is inevitable.\u201d<br>Sounding that warning, he pointed to a resource unique to Rusutsu.<\/p>\n\n\n\n<p>Rusutsu generates <strong>over 100,000 tons<\/strong> of plowed snow each year.<br>\u201cIf we store this snow in reservoirs and use it for agricultural and industrial water, we can reduce the burden on groundwater.\u201d<br>Harnessing the <strong>snow resource<\/strong> could become a new solution for a <strong>sustainable water cycle<\/strong>.<\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>Foreign capital: \u201cWelcome\u2014plus rules\u201d<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>There is no intent to exclude foreign investors; on the contrary, Rusutsu will <strong>actively welcome<\/strong> them.<br>However, they must also <strong>share responsibility for enhancing the local environment<\/strong>, not just take profit.<br>Citing examples from Singapore, he stressed the need for <strong>local rules<\/strong> that secure firm commitments to raising regional value.\u3002<\/p>\n\n\n\n<section class=\"wp-block-jinr-blocks-designtitle b--jinr-block b--jinr-h2rich d--h2rich-left d--h2rich-style1 d--titledesign-weight-thin d--h2rich-none js--scr-animation\" style=\"border-color:false\"><div class=\"c--h2rich-contents\"><h2 class=\"a--h2rich-maincopy d--bold ef\" style=\"color:false\"><strong>A new management axis: the \u201c5 Ks\u201d<\/strong><\/h2><\/div><\/section>\n\n\n\n<p>To the traditional <strong>4 Ks<\/strong>\u2014<em>Kankyo<\/em> (Environment), <em>Kanko<\/em> (Tourism), <em>Kenko<\/em> (Health), <em>Kyoiku<\/em> (Education)\u2014he adds <strong>Keizai (Economy)<\/strong> to form the <strong>5 Ks<\/strong> as management pillars.<\/p>\n\n\n\n<p>\u201cTrue sustainability is realized only when Environment, Tourism, Health, Education, and Economy are implemented <strong>together<\/strong>,\u201d Kamori emphasized.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>\u201cDon\u2019t misbutton the first button\u2014toward a resort that balances joy and the future through co-creation and coexistence.\u201d<\/p>\n\n\n\n<p>Mr. Kamori\u2019s words carried a firm will that goes beyond ordinary tourism development:<br>they asked how we will <strong>build the region\u2019s future<\/strong>.<br>How do we cultivate both the allure <strong>and<\/strong> the responsibilities of a resort <strong>together with the local community<\/strong>?<br>That sincere stance resonated deeply with me.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>What left the strongest impression at this symposium was the talk by Mr. Kamori, President &amp;
